In short, links should not rely on color alone to indicate that they are links. The Web Content Accessibility Guidelines (WCAG) 2.0 (the basis for Section 508 in the US, some international regulations, and the ADA guidelines that the DoJ has used in recent lawsuits) have some guidelines on this. I use that as a the baseline to set some parameters so it is a good place for us to start. Whether or not you care about accessibility, it offers guidance (and you really do have to address accessibility anyway).
